Overview of planned measures
The paper, entitled Changing the narrative: Ending the acceptance of road death in London, proposes, among other things:
- City tolls for motorcycles: The charge would once again apply in the evenings, and costs could rise.
- Fewer parking spaces: Abolition of all free parking spaces for motorcycles.
- Expanded citizen surveillance: Promotion of the use of dash cams to report traffic violations.
- Stricter speed limits: In some areas, the speed limit is to be reduced to up to 16 km/h (10 mph).
Criticism of reasoning and relevance
The proposal contains some controversial justifications. For example, the Dodge Ram TRX pickup truck is cited as a danger to the city – even though, according to the British database “How Many Left,” only 34 of these vehicles are registered in the whole of the UK and they are unlikely to be on the roads in London. Nevertheless, a public campaign against such vehicles is proposed.
The link between less traffic and fewer accidents during the COVID-19 pandemic is also used as an argument. Critics point out, however, that the lower number of traffic casualties at that time was also due to the fact that significantly fewer people were on the road.
Agreement on individual points
Not all proposals are met with rejection. The call for clearer rules for e-scooters and e-bikes is also considered sensible by critics. There is also support for a cautious approach to the issue of autonomous driving.
Political prospects for success
The Motorcycle Action Group (MAG) is currently calling on motorcyclists to contact their representatives to protest against the plans. However, it remains unclear why contact with members of the British Parliament is recommended rather than representatives of the London Assembly, since the initiative was introduced there.
It is questionable whether the proposals can be implemented at all. The city parliament has limited powers and can only block certain items in the mayor’s budget with a two-thirds majority. In addition, the Green Party currently holds only three of 28 seats, making implementation without the support of other parties unlikely.
