On the annexed Crimean peninsula, a new rule has applied since mid-June to anyone traveling on two or four small wheels. The Russian-installed administration has banned the nighttime use of motorcycles, mopeds, scooters and quads. Anyone riding such a vehicle late at night or in the early morning hours has been in violation of the order since June 17. The officially stated reason is tied to the war: according to the authorities, engine noise can be mistaken for that of incoming combat drones, making the work of air defense more difficult.

Why are motorcycles banned at night in Crimea?

The Russian-installed administration justifies the ban by arguing that the engine noise of two-wheelers resembles that of incoming drones and interferes with air defense. The rule was made public by the pro-Russian governor Sergei Aksyonov, who has administered the peninsula since 2014. He announced the measure on June 16, and it has been in force since June 17. He cites public safety as the main goal, along with the protection of military personnel, government agencies and special facilities. Aksyonov describes the riding ban as temporary. His adviser Oleg Kryuchkov wrote on Telegram: “The moped noise hampers the work of defence systems. Their engines sound similar (to drones).”

The background to this is the accusation that some riders deliberately ignore the alerts. According to Russian state media, motorcyclists are said to have deliberately been out on the roads during Ukrainian drone attacks, allegedly at the request of certain individuals via messaging apps and in exchange for small sums of money. Kryuchkov does not classify this as a public order issue but as a hostile act. On Telegram he wrote: “The enemy is recruiting your children for nighttime rides.” The administration provides no evidence to support this claim.

What does the ban have to do with the switched-off sirens?

Alongside the riding ban, authorities in Crimea have largely stopped the regular sounding of air raid sirens. Kryuchkov explains this by saying that, under current conditions, the sirens would have to wail for around 22 hours a day, including seven to eight times during the night. To avoid what he describes as untenable conditions, the administration is instead relying mainly on SMS notifications and emergency alerts. The motorcycle ban thus fits into a series of measures with which the authorities are reorganizing nighttime life on the peninsula.

The riding ban is part of a broader package of measures resulting from intensified Ukrainian drone attacks. Crimea is home to the Russian Black Sea Fleet, and Ukrainian forces have recently stepped up strikes on the peninsula’s supply routes. This has led to a fuel crisis: gas stations at times imposed a cap of 20 liters per vehicle, and in Sevastopol sales to private individuals were halted entirely on some days. Rail traffic has also been affected. After a deadly drone strike on a train locomotive, nighttime rail service was suspended, along with restrictions on ferries and local transport. Several bridges connecting Crimea to the Russian mainland and to occupied areas in southern Ukraine have been damaged or destroyed. The peninsula was annexed by Russia in 2014, a move not recognized internationally; the UN General Assembly declared the referendum held at the time invalid.
