Harley Leaves Thailand: Revolution Max to Be Built in the USA Again

Harley-Davidson is relocating the manufacturing of the Revolution Max platform for North America from Thailand back to the USA. The move affects the Pan America, Sportster S and Nightster and is set to be completed by 2027.

Harley-Davidson is bringing part of its manufacturing back home. The Milwaukee-based manufacturer has announced it will relocate production of the Revolution Max platform for the North American market from Thailand back to the USA. This means not only the engines but also machining, drivetrain assembly, painting and final assembly will return to the domestic plants. The measure is part of the broader realignment the company has been pursuing since spring 2026 under the name Back to the Bricks.

What has Harley-Davidson announced about Revolution Max production?

Harley-Davidson is bringing the manufacturing of the Revolution Max platform for North America back to the USA, specifically to its plants in Pennsylvania and Wisconsin. Several production steps are being relocated: component machining, drivetrain assembly, painting and final assembly of complete motorcycles. The company speaks of dozens of additional manufacturing jobs, many of them unionized. The Revolution Max series is Harley’s modern, liquid-cooled V-twin and thus forms the technical foundation for the brand’s sportier and touring-capable models.

The Pan America, the Sportster S and the Nightster are affected. These three models use the Revolution Max platform and will once again be built in the USA. The Pan America is the brand’s adventure tourer, while the Sportster S and Nightster are positioned in the modern roadster and cruiser segment. For buyers in North America, this will eventually change the country of origin of these machines, even though the model range itself initially remains unchanged.

When will US production begin?

The production switch is set to be completed before the start of model year 2028 manufacturing in 2027. The first Revolution Max machines built in the USA are thus expected to reach dealerships as model year 2028 bikes. For the York plant in Pennsylvania, Harley-Davidson projects an output of over 100,000 motorcycles in 2027. A manufacturing transition of this scale cannot happen overnight, which is why the company is stretching the changeover over several months.

Why is production returning to the USA?

Harley-Davidson cites the changed US trade policy under the Trump administration and shifts in the global trade environment as the main reason. According to the company, these conditions have created new incentives to increase domestic manufacturing. The decision reportedly matured over several months and is intended to strengthen the manufacturing base in the long term. The move also fits into the brand’s narrative, which has always defined itself through American craftsmanship and its heritage. Harley-Davidson points to a history of 123 years of uninterrupted motorcycle production since 1903 and a network of more than 500 dealers in the USA.

From Thailand back to Pennsylvania and Wisconsin

The relocation marks a reversal of a decision from 2024. At that time, production of the Nightster, Sportster S and Pan America had been moved to Thailand. The company described the step as temporary but did not name a timeline for a return. If Harley-Davidson meets its announced schedule, only the model years 2025 through 2027 of the Revolution Max models would have been affected by overseas production. The relocation consolidates value creation back at the traditional sites in York and Wisconsin.

What does the decision mean for Harley-Davidson and the market?

The relocation is one element of the Back to the Bricks strategy, with which new CEO Artie Starrs aims to reposition the manufacturer after a period of declining business. The company had already presented this plan along with targets for 2027 in early May 2026, during a period when quarterly results came in significantly weaker than the previous year. On the stock market, Harley-Davidson shares were recently trading at around 21.57 euros (24.91 US dollars), roughly 20 percent below their twelve-month high of around 27.06 euros (31.25 US dollars). The company’s market capitalization stood at approximately 2.23 billion euros (2.58 billion US dollars). Bill Davidson, Vice President, Special Advisor to the CEO and brand ambassador as well as a descendant of one of the company’s founders, describes the return of manufacturing as another step back to the company’s roots and points to the pride and craftsmanship of the American workforce. The announcement also comes during a period in which, according to media reports, the brand was the target of a campaign by competitors and influencers who, among other things, criticized the overseas production. The company itself presents the decision as a long-planned move.
