Noise violations in London: Motorcycles and cars to be subject to stricter controls

In London, motorcyclists and drivers could face penalties in more areas of the city in the future if they attract attention with loud or aggressive driving. The Westminster City Council is currently considering extending an existing ban that has been in place in parts of the capital since 2021.

Currently, the Public Space Protection Order (PSPO) affects the districts of St James’s, Knightsbridge, and Belgravia. If the council’s plan is implemented, Soho and Mayfair will also be included. According to a report by the city council, there is a growing problem with “anti-social vehicle use in the West End,” which is affecting both public safety and infrastructure.

 

Hundreds of fines already issued

Since the ban was introduced in 2021, 368 fines have already been issued. Officially, the measure is aimed at both motorcyclists and car drivers. While similar regulations in other regions – such as at the well-known biker hangout Ryka’s Café – affect almost exclusively motorcyclists, in this case, those responsible see car drivers as primarily responsible.

Owners of high-powered sports cars in particular are said to be responsible for most of the problems. “Illegal and dangerous driving is a blight on our streets, endangers lives, and disrupts daily life in our city,” said Westminster Councilor Max Sullivan.

 

Problems caused by nighttime car gatherings

Spontaneous gatherings of car drivers on New Bond Street are considered particularly critical. Burnouts regularly leave visible tire marks there, which not only spoil the cityscape but also necessitate expensive road repairs.

A report by the city administration emphasizes: “This behavior is increasingly causing complaints from residents, business people, and visitors. The tire marks disfigure a highly frequented shopping area and lead to higher maintenance costs.”

 

Scope of the new regulation

The planned extension of the PSPO would apply from 12 noon to 6 a.m. During this time, fines of up to £100 (approx. €117 or $127) could be imposed.

The following behaviors would be affected:

  • unnecessary revving of engines,
  • rapid or sudden acceleration,
  • street racing or stunts,
  • excessive honking,
  • loud music from vehicles,
  • deliberate blocking of roads,
  • and aggressive or intimidating behavior.

The regulation is initially set to remain in force until August 2028 and could be extended thereafter.
